Where the time goes, and what the rules allow

A bank runs on paper that changes weekly: Bangladesh Bank circulars, the bank's own circulars and office orders, product programme guidelines, the credit policy, the schedule of charges, the KYC manual. Staff keep private folders and ask the compliance or credit team by phone. The answer depends on who picks up, and nobody can show where it came from. Finance companies work from the same kinds of documents with smaller teams.

The rules shape the answer. Under Bangladesh Bank's cloud guideline of March 2023, customers' financial data may not sit in a cross-border public or hybrid cloud without the central bank's prior approval, so pasting documents into public AI tools is not an option for most of a bank's files. Bangladesh Bank's ICT security guideline (current version) sets the controls a new system must meet, the Personal Data Protection Act 2026 adds consent, security and breach duties, and the banks named critical information infrastructure carry the Cyber Security Act 2026's audit duties as well. “A customer is at the counter asking about the fee on this account. Where is the latest schedule?”

The problem

Product manuals, the schedule of charges and the deposit and loan product sheets are long, change with each repricing, and sit in several formats. Counter staff and the call centre answer from memory or put the customer on hold while someone searches.

The problem

The credit policy, product programme guidelines, delegation of approval limits and the loan documentation checklist run to hundreds of pages. A relationship officer at a district branch asks a senior colleague, gets it wrong, and the file comes back from head office two weeks later.

Does customer data leave the bank?

No. The server sits in your building or a Bangladesh data centre, the first phase uses circulars, manuals and policies rather than customer files, and the founders abroad see client data only with your written consent.
