The sentence we hear
“Which rule applies to this case, and is the circular still in force?”
- The problem
The act is on one website, the rules in a gazette scan, the circular in a file in another room and the amendment in an office order nobody filed. Officers decide from memory and hope the audit agrees.
- What changes
- Officers ask in Bangla, in the words they use on the file, and get the act section, the rule or the circular with the page.
- Scanned gazettes and circulars are read into the index, so an old circular is as findable as a new one.
- Where an amendment exists in the loaded documents, both the original and the amendment are cited.
- The answer says plainly when the office's documents do not cover the question.
- What stays with a person
- The approving officer on the file decides; Bahlul SI supplies the citation, not the decision.
- The result
- File notes that cite the rule and the page, written in minutes rather than after a day's search.
